In an Exchange 2003 SP2 environment, Outlook 2007 users are unable to send recurring calendar meeting notices (new, updated, or canceled) to external recipients outside of the Exchange Organization.  This issue does NOT affect users using Outlook 2003 AND single calendar meeting notices.

When they send a recurring calendar meeting notice to an external recipient, several things happen.

One, the sender will receive the following NDR after the message expires.

Your message did not reach some or all of the intended recipients.

     Subject:  Microsoft Review

The following recipient(s) cannot be reached: on 2/21/2009 12:51 PM
     Could not deliver the message in the time limit specified.  Please retry or contact your administrator.
     <servername.FQDN #4.4.7>


Two, an Exchange Administrator will notice the status of the SMTP Connector queue will be in a Retry State until the message expires.

Three, an Exchange Administrator will see one or more messages in the SMTP message queue until the message expires and the user gets the above NDR message.  Until the message expires, one or more messages will be denoted with a red icon as shown below.



To resolve the issue, you will need to do the following:

1)  Make sure that you are running Exchange 2003 Service Pack 2.

2)  Create the FixRecipientTrackStatusTime registry key on your Exchange 2003 SP2 Server.  For more information, please refer to


3)  You will need to restart the Exchange Information Store for the registry key to take effect.
